Chapter 109 Thematic Research Conclusions
On February 12th, Director Zheng's jeep arrived again.
Only two people got off the car this time: Director Zheng and the young man with the briefcase.
The middle-aged man who used to flip through the account books didn't come.
Director Zheng stood at the gate of the courtyard, having changed his dark gray cadre uniform into a gray-blue jacket, with the same fountain pen still clipped to his upper left pocket.
He first looked at the loquat tree. The circle of broken seashells at the base of the tree was neatly arranged, and the largest loquat tree was already one and a half times the height of a person.
Then he walked into the courtyard and stood under the loquat tree.
Jiang Haiping walked over from the workshop entrance.
Ahai's diesel engine was chugging under load, and the smoke coming out of the exhaust was faint, without any black smoke.
He took the ledger out of his pocket and placed it on the worktable.
"Station Chief Jiang. The county commune has conducted a special study on the matter of borrowing old parts last time, and the conclusion has been reached." Director Zheng took a document from the young man and handed it over.
The document was mimeographed, and the paper still smelled of ink. The heading read "Special Research Opinions on the Issue of Borrowing Old Parts by Binhai County Supply and Marketing Cooperative".
There are three points in total: First, borrowing old parts during centralized maintenance at service stations is an emergency measure and does not constitute a violation of the old parts management system.
Article 2. A complete and accurate record of the source of borrowed items in a dedicated ledger, along with complete return procedures, can serve as a supplementary means of managing old items.
Article 3. Emergency borrowing is limited to special circumstances such as delays in procurement approvals or urgent needs in fishing vessel production. The borrowing period shall not exceed fifteen days. All usage records during the borrowing period must be complete, and the vessel must be returned upon expiration. Borrowing is not permitted if the source of the borrower is incomplete.
Jiang Haiping read the document from beginning to end.
The mimeographed text was blurred in some places, but the wording of the three opinions was clear and unambiguous.
After reading it, he handed the document to Lao Fang.
Old Fang took the cigarette and read it twice before removing it from his mouth. "The emergency borrowing plan has fifteen restrictions, each one targeting the loophole we had last time. But the conclusion is that the borrowing is approved, not rejected."
He returned the document to Jiang Haiping.
"The county government means that service stations can borrow old parts in emergencies, but they must strictly abide by these fifteen rules."
Emergency loans will not be accepted for items that are not returned by the deadline, have incomplete source records, or lack evidence of delays in procurement approval.
Director Zheng pulled the pen out of his pocket and made a mark next to item 15 on the third page of the document. "This is what the service station did when they borrowed it last time."
Every item in the borrowing register was written truthfully, including any missing disposal procedures. This was used as a reference during the county and commune's discussion.
Jiang Haiping took the document and glanced at the section next to Article Fifteen.
If the source of borrowed materials is incomplete, the borrower should truthfully explain this in the remarks column, and the person in charge should sign it.
He remembered the old letter with Ding Fugui's red handprint, which was tucked into the first page of the borrowing register and clipped to the side of the copper pad registration page with a paperclip.
The letter read, "The copper gasket was salvaged from a discarded water pump at the saltworks; the disposal paperwork was lost due to the passage of time."
"The service station has received the research results from the borrowed documents. From now on, any emergency borrowing must strictly adhere to the fifteen articles, including the borrowing period, source records, and return procedures." Jiang Haiping folded the document and put it in his pocket.
"The county commune has made another decision." Director Zheng twisted the pen cap back on and took another document from the young man's hand.
This is a mimeographed leaflet with the heading "Notice from Binhai County Supply and Marketing Cooperative Regarding Adjustments to the Logistics Department's Review Process".
Jiang Haiping took it and read it through. The notice stated that the procurement approval process for the Logistics Department had been changed from "item-by-item listing and approval" to "quarterly total amount verification and single-time filing and random inspection".
Purchase orders no longer require detailed explanations for each item as long as they are within the quarterly total amount.
The quarterly total is jointly determined by the county cooperative and the county agricultural machinery company and is issued at the beginning of each quarter.
"Quarterly total amount approved." Jiang Haiping read the four words on the notice aloud.
"Yes. From now on, the hardware procurement budget for the service station will be approved in one lump sum at the beginning of each quarter. Within the total amount, no further explanation of the procurement reason is required for each purchase, nor is item-by-item approval necessary. The logistics department will only conduct random checks on the records." Director Zheng handed the second notice to Jiang Haiping, his lips twitching slightly.
The meaning of this system change is very clear: the logistics department's approval authority has changed from checking each item individually to controlling the total amount.
From now on, the approval stamps under Director Zheng's command will no longer be effective for individual procurements; they can only be used to provide opinions when determining the total amount at the beginning of the quarter.
The total amount at the beginning of the quarter is determined jointly by the county cooperative and the agricultural machinery company, not by the logistics department alone.
Jiang Haiping placed the two documents side by side on the worktable.
The special study on borrowing old documents imposed fifteen restrictions, but approved emergency borrowing.
The procurement approval process has been changed from item-by-item approval to total amount verification, thus closing the loopholes in individual procurement.
These two documents together provide a systemic solution to the two weaknesses that previously plagued the service stations.
It wasn't that the service station won; it was that the county cooperative redefined the rules, allowing the service station to stand firm within those rules.
"Director Sun said something during the county and commune discussions." Director Zheng stood under the loquat tree, looking at Jiang Haiping, his gaze passing over his glasses. "Director Sun personally selected and pushed the last quarter's end-of-quarter ledgers of the Moon Island Service Station to the entire county. He said, 'The rules must be followed, personal connections can be disregarded. Those who follow the rules can stand on their own.'"
Jiang Haiping leaned against the loquat tree trunk without saying a word.
Old Fang put the cigarette back in his mouth, stood at the workshop door, and gently draped the rag in his hand over the water ladle.
Director Zheng did not stay any longer.
He tucked the pen back into his pocket, handed his briefcase to the young man next to him, and turned to walk towards the courtyard gate.
I stopped by the loquat tree, bent down, and picked up a broken seashell.
The seashell was whitish from the sun, and its edges were a bit sharp.
He put the seashell back on the circle of broken seashells, straightened it, and then got into the jeep.
The jeep started up, sputtering through the exhaust pipe, and turned off the seawall toward the town.
The exhaust fumes dispersed at the gate of the courtyard and were blown away by the sea breeze.
Ahai stood up from beside the diesel engine, still clutching the torque wrench. "With the quarterly total amount approved, do we no longer need to fill in explanations for each purchase?"
"The total amount is set. But each purchase still needs to be registered and filed." Jiang Haiping picked up two documents from the worktable and handed them to A-Guang. "A-Guang, put these two folders in front of the borrowing registration book."
Going forward, emergency borrowing will be handled according to the fifteen articles; do not exceed any of them. Procurement approvals will be based on quarterly total amounts, and each purchase order will be properly documented.
Ah-Guang took the document and pulled out two kraft paper envelopes from his desk drawer. He wrote "Fifteen Articles on Borrowing Old Items" and "New Procurement Approval Process" on the envelopes respectively.
He put the document in an envelope, clipped it to the front of the borrowing register, and secured it with a paperclip.
Ding Haifeng stood up from under the window of the old parts warehouse.
He had been flipping through the stack of old blueprints that Ding Fugui had brought, and there was a row of proofread data written on the draft paper.
He put the micrometer back in the box and walked to the loquat tree.
"Article 15 states that used items with unclear origins cannot be borrowed. In the future, used items delivered by secondhand shops that do not have complete disposal procedures will still not be accepted."
"Yes. From now on, the secondhand shop will only deliver used items with complete documentation. Once the documentation is complete and the item passes inspection, it will be put into storage according to the normal process, with the source clearly stated."
Jiang Haiping took out his ledger from his pocket, flipped to the page on secondhand goods channels, and added a line next to it: "No goods with incomplete sources will be put into storage; no goods with incomplete scrapping procedures will be borrowed."
Ding Fugui arrived in the evening.
He stood at the gate of the courtyard, pushing his bicycle. Two boxes of old sealing pads were tied to the back seat, each wrapped in old newspapers and secured with two rubber bands.
He carried the box into the yard and placed it on the stone slab, then took out a stack of old receipts from his pocket.
Some of the edges were scorched, and some of the paper had dried mud stains on it, but every single one was stamped.
"I can't find the scrapping documents for the last batch of copper gaskets from the secondhand shop. In the past two weeks, I've gone through all the old parts receipts I've handled before."
"I picked out all the ones with complete scrapping documents. These two boxes of sealing gaskets were salvaged from old equipment discarded by the county agricultural machinery company; the scrapping certificate, dismantling record, and inspection report are all there." He placed the stack of old documents on the stone slab and flattened them with his palm.
Jiang Haiping picked up the top scrapping slip and looked at it.
A small part of the edge of the document was scorched, but the county agricultural machinery company's red stamp was neat and the dismantling date and parts list matched.
He handed the receipt to Ah Guang.
Ah Guang flipped through the receipts one by one, opened the register, and wrote neatly on the first line: "A batch of old sealing gaskets, sourced from the county agricultural machinery company's obsolete equipment, with complete scrapping procedures."
After finishing writing, he looked up and glanced at Ding Fugui.
"These documents are complete, so they can be put into storage." A-Guang handed the register over to Ding Fugui to see.
Ding Fugui looked down at the line of text in the registration book and nodded.
He wiped his hands on his pants and turned to walk towards the gate of the courtyard.
"Dad." Ding Haifeng stood up from the door of the old parts warehouse.
Ding Fugui turned around.
"I'll measure the sealing gasket tomorrow. After that, write the test results in the remarks column of the logbook."
Ding Fugui stood at the gate of the courtyard, his lips moved slightly, but he didn't say anything.
He turned his bicycle around and rode along the seawall, his clothes fluttering in the sea breeze as he walked away.
Ding Haifeng stood under the loquat tree watching him ride away, then took the micrometer out of his pocket.
I traced the character "峰" (peak) again with a ballpoint pen on the frayed white tape on the handle.
